Topic 2: Process Overview of Export Certification

In this topic, we outline the basic process of export certification. After completing this topic, you will understand all of the steps required to create a phytosanitary certificate.

Objectives:

  • List the four steps in the process of export certification.
  • Explain the basic process for completing each of the four steps to certify exports.

A trustworthy phytosanitary certification program can be a powerful tool in assisting with the export of plants and plant-based commodities. However, it can be difficult to create certification programs because there is no single way to successfully operate a phytosanitary certification program. Every country has different circumstances and resources available for supporting and driving a successful program. In order to be successful and sustainable, a certification program must be tailored to the circumstances and needs of the specific NPPO and the country it represents. Therefore, specific steps and resources will vary from country to country. However, this lesson describes the fundamental principles for creating a trustworthy certification process that must serve as the foundation of any program. As you learned in the previous topic, there is a common method to all programs and it is guided by ISPM 12. There are four general steps in the process. Click on the boxes below to learn more.

In the next lesson, we will go into more detail about the certification steps with a simple example. Try to relate any examples to your NPPO’s potential certification program. Keep in mind as you go through this module that the certification program you create must be realistic for your NPPO to implement. Therefore, in order to effectively complete these four general steps, you must think about factors including staffing, time, cost, and equipment before defining the specific procedures and personnel required.

An NPPO must be able to create and issue phytosanitary certificates in order to facilitate export of plants or plant based goods. In this topic, you learned there are four steps to creating a phytosanitary certificate. In the correct order, these steps are review application for certification, determine the import requirements, verify the shipment meets import requirements, and complete the appropriate certificate.
